MISSION STATEMENT

THE MISSION OF THE EMS ROADDOCS RIDING CLUB, IS TO PROMOTE A SPIRIT OF CAMARADERIE AMONG MEMBERS OF EMERGENCY SERVICES AND THOSE CLOSELY ASSOCIATED WITH THE MEDICAL COMMUNITY THROUGH THE COMMON INTEREST OF MOTORCYCLING, PROVIDING A SAFE ENVIRONMENT FOR FELLOWSHIP, PROMOTING SAFETY AND EDUCATION AND INSTILLING A POSITIVE IMAGE OF OUR PROFESSION AND THE MOTORCYCLING COMMUNITY, AND HOSTING AND SUPPORTING SOCIAL, EDUCATIONAL AND CHARITABLE PROGRAMS WITHIN OUR COMMUNITIES.

ARTICLE I – NAME

 

THIS ORGANIZATION SHALL BE KNOWN AS THE “EMS ROADDOCS” OR THE EMERGENCY MEDICAL SERVICES ROADDOCS RIDING CLUB

 

ARTICLE II – HISTORY

 

WE ARE A NON-PROFIT EMERGENCY SERVICES RIDING CLUB THAT WAS CONCEIVED BY THE DREAM OF ONE PERSON WHO THOUGHT THE EMS PEOPLE NEED TO HAVE A BREAK FROM SAVING LIVES AND SHOULD JUST GO OUT AND RIDE WITH THEIR BROTHERS AND SISTERS IN  EMS. WE ARE DEDICATED TO OUR FAMILY AND FRIENDS AND GIVING BACK TO THE COMMUNITY IN WHICH WE WORK AND LIVE, FOUNDED IN AN ATTEMPT TO GIVE MOST RIDERS AND RIDING STYLES A PLACE TO CALL HOME. THESE BY-LAWS HAVE BEEN ESTABLISHED AND SET FORTH BY THE ORIGINAL FOUNDING MEMBER. IN TIME THE

NATIONAL BOARD WILL CHANGE CONTROLLING MEMBERS BY ELECTING NEW OFFICERS FOR THE DUTIES AND MANAGEMENT OF THE ORGANIZATION. HOWEVER, THE ORIGINAL OFFICER WILL AT ALL TIMES MAINTAIN A 51% CONTROLLING VOTE OVER THE ORGANIZATION AS LONG AS that ORIGINAL OFFICER REMAINS IN GOOD STANDING WITHIN THE EMS ROADDOCS.

ARTICLE III – MEMBERSHIP

 

SECTION I – FULL MEMBERS: IN ORDER TO BE RECOGNIZED AS A FULL PATCH MEMBER WITH FULL VOTING RIGHTS ONE MUST MEET THE FOLLOWING REQUIREMENTS:





 

        
Profesional member of the EMS ROADDOCS will have a state license in the medical
field.  An individual health care provider (also known as a health worker)
may be a health care professional within medicine, nursing, or allied health
professions. Health care providers may also be a public/community health
professional. These individuals work in Institutions (also known as health
facilities) include hospitals, clinics, primary care centres, and other service
delivery points. The practice of health professionals and operation of health
care institutions is regulated by national or state/provincial authorities
through appropriate regulatory bodies for purposes of quality assurance.

      

 

1. FULL MEMBERSHIP IN THE EMS ROADDOCS RC IS OPEN TO; MALE OR FEMALE (FULL TIME, PART TIME, OR RESERVE) OR RETIRED EMS. ANYONE WHO HAS A CPR CARD OR SERVES IN THE POLICE, MILITARY, FIREFIGHTERS, CIVIL DEFENSE WITH THE APPROVAL OF THE EXECUTIVE BOARD OR ORIGINAL OFFICER.

 

 

 

 

 

SECTION II - POTENTIAL MEMBERS: ANY INDIVIDUAL INTERESTED IN OBTAINING MEMBERSHIP TO THE EMS ROADDOCS RC.                                                                                                                        

 

1. AN INDIVIDUAL WHO DESIRES MEMBERSHIP BUT DOES NOT HAVE A SPONSOR AND IS NOT KNOWN BY THE MEMBERS MUST BECOME FAMILIAR WITH THE MEMBERSHIP BY ATTENDING CLUB EVENTS AND ACTIVITIES AND SHOULD MAKE HIS/HER INTENTIONS KNOWN TO THE EXECUTIVE BOARD AND THE CHAPTER MEMBERS. WHEN AND IF THE BOARD FEELS THAT THE CANDIDATE IS READY TO BECOME A MEMBER, THEY WILL ASSIGN THE PEACE KEEPER AS THE SPONSOR. THE CANDIDATE WILL BE INVITED TO A GENERAL MEETING AND BE INTRODUCED TO THE MEMBERSHIP AS A CANDIDATE FOR  MEMBERSHIP. CHAPTER MEMBERS SHOULD TAKE THIS OPPORTUNITY TO QUESTION THE CANDIDATE REGARDING HIS/HER QUALIFICATIONS AND REASONS FOR WANTING TO JOIN EMSROADDOCS RC.                                                                                                                        

 

2. IF THE POTENTIAL MEMBER IS KNOWN BY A MEMBER OF THE EMS ROADDOCS RC THAT MEMBER SHALL BE THEIR SPONSOR AND WILL INTRODUCE

THEM AT A GENERAL CLUB MEETING. CHAPTER MEMBERS SHOULD TAKE THIS OPPORTUNITY TO QUESTION THE CANDIDATE REGARDING HIS/HER QUALIFICATIONS AND REASONS FOR WANTING TO JOIN ROADDOCS RC.                                                                                                                        

 

 

SECTION iii - DURATION OF MEMBERSHIP

 

1. EMS ROADDOCS MEMBERSHIP WILL CONTINUE AS LONG AS A PERSON MAINTAINS MEMBERSHIP IN GOOD STANDING.

 

 

SECTION
iV - REQUIREMENTS FOR MEMBERSHIP IN GOOD STANDING

 

 

 

1.
Membership for the EMS ROADDOCS

 

 

3 Levels of membership

          1.   3 Piece Patch
Profesional member of the EMS ROADDOCS will have a state license in the medical
field.  An individual health care provider (also known as a health worker)
may be a health care professional within medicine, nursing, or allied health
professions. Health care providers may also be a public/community health
professional. These individuals work in Institutions (also known as health
facilities) include hospitals, clinics, primary care centres, and other service
delivery points. The practice of health professionals and operation of health
care institutions is regulated by national or state/provincial authorities
through appropriate regulatory bodies for purposes of quality assurance.

          2.  
Associate Member are individuals who have recent completion in the following
medical classes.  American Heart Associations, Heartsaver , American
Academy of Orthopedic Surgeons, First Responder -   First Aid , 
Accident Scene Management Institute, Basic and Advanced 
classes   These individuals can wear a 4 inch patch that supports the
EMS ROADDOCS.  In no way will they support a ride without a full patch
member.

          3.  
Support Member Will At Minimum Will Have CPR

 

                                                                      

 

2. ALL CHAPTER MEMBERS AND
PROBATIONARY MEMBERS WILL BE REQUIRED TO COMPLY WITH THE EMS
ROADDOCS BY-LAWS AND THEIR INDIVIDUAL CHAPTER OPENING POLICY

 

3.
ALL EMS ROADDOC MEMBERS WILL BE REQUIRED TO PARTICIPATE IN AT
LEAST  1 SANCTIONED EVENTS PER YEAR SUPPORTING EMS
ROADDOC CHAPTER ACTIVITIES AND EVENTS IN DOING SO.

 

4.
MEMBERS WILL ENSURE THAT THE SECRETARY OF THEIR INDIVDUAL CHAPTER HAS THEIR
CURRENT ADDRESS, TELEPHONE AND NOTIFY THEIR SECRETARY OF ANY CHANGES

 

 

SECTION V - RESIGNATION OF MEMBERSIHP

 

1. THE MEMBERSHP OF ANY MEMBER OF THE EMS ROADDOC WILL TERMINATE AFTER THE MEMBER HAS SUBMITTED A WRITTEN REQUEST FOR SUCH TERMINATION TO THEIR RESPECTIVE EXECUTIVE BOARD. THE BOARD WILL RESPOND IN WRITING AND/OR VERBAL FORM TO SAID REQUEST.

 

ARTICLE IV – CODE OF CONDUCT

 

ALL MEMBERS OF THE EMS ROADDOCS ARE EXPECTED TO CONDUCT THEMSELVES IN A MANNER SO AS TO BRING HONOR, INTEGRITY, AND RESPECT TO THE CLUB AT ALL TIMES. ANY ACTIONS, BY A MEMBER, DEEMED DETRIMENTAL TO THE ORGANIZATION, SHALL BE CAUSE FOR REVIEW UNDER THE DISCIPLINARY PROCEDURES AND COULD RESULT IN DISCIPLINE UP TO OR INCLUDING SUSPENSION OR EXPLUSION FROM MEMBERSHIP IN THE EMS ROADDOCS RIDING CLUB.

ARTICLE V – MEETINGS/ACTIVITIES

 

SECTION I - ANNUAL MEETING

1. AN ANNUAL MEETING WILL BE HELD IN COMPLIANCE WITH THAT CHAPTERS BY_LAWS 

 

SECTION II - NOTICE

 

 

1. NOTICE OF MEETINGS SHALL BE SENT TO EACH MEMBER VIA EMAIL AND THROUGH POSTING ON THE EMS ROADDOCS OR CHAPTER WEBSITE. THESE MEETINGS WILL BE SET FAR ENOUGH IN ADVANCE FOR FAIR NOTICE TO ALL CLUB MEMBERS.

 

SECTION III – INVOLVEMENT

 

1. CHAPTERS WILL PERIODICALLY CONDUCT MEETINGS TO DISCUSS BUSINESS AND PLAN CLUB GET-TOGETHERS. MEETINGS ARE VOLUNTARY AND ATTENDANCE IS NOT A CONDITION OF CONTINUED MEMBERSHIP PROVIDING THE MEMBER MAKES 1 SANCTIONED EVENTS PER YEAR.

2. MEMBERS ARE STRONGLY URGED TO COME TO, AND GET INVOLVED IN MEETINGS IN ORDER TO HELP COORDINATE THE CLUB FUNCTIONS AND CONDUCT CLUB BUSINESS.

3. MEETINGS WILL OFTEN BE HELD IN CONJUNCTION WITH OTHER CLUB ACTIVITIES, SUCH AS CLUB RIDES OR DINNERS.

4. WHILE GENERALLY NON-MEMBER PARTICIPATION IN RIDES AND ACTIVITIES SHALL BE ENCOURAGED, ON OCCASION IT MAY BE NECESSARY TO RESTRICT ACTIVITIES TO MEMBERS ONLY. THESE MEMBERS ONLY ACTIVITIES WILL BE CLEARLY ANNOUNCED AS SUCH.

5. WHEN NO RESTRICTION IS SPECIFICALLY ANNOUNCED GUESTS ARE NOT ONLY WELCOME, BUT ENCOURAGED TO PARTICIPATE.

 

SECTION IV - ACTIVITIES: RIDES AND ACTIVITIES MAY BE SUGGESTED AND ORGANIZED BY ANY CLUB MEMBER. OFFICIALLY SPONSORED RIDES SHOULD BE COORDINATED WITH THE CHAPTER PRESIDENT.

 

1. SANCTIONED RIDES/ACTIVITIES: A “SANCTIONED” RIDE/ACTIVITY IS A RIDE/ACTIVITY ORGANIZED AND SPONSORED BY THE EMS ROADDOCS RIDING CLUB OR ORGANIZATION AND WHICH HAS RECEIVED APPROVAL BY A VOTE OF THE EXECUTIVE BOARD. ALL MEMBERS SHALL WEAR THEIR COLORS WHEN PARTICIPATING IN A “SANCTIONED” RIDE/ACTIVITY. ALL MEMBERS ARE ENCOURAGED TO PARTICIPATE IN A “SANCTIONED” RIDE/ACTIVITY TO PROMOTE A GOOD IMAGE FOR THE ORGANIZATION. UNLESS OTHERWISE NOTED BY THE EXECUTIVE BOARD, CLASS B COLORS ARE PERMITTED FOR THESE EVENTS.

 

2. NON-SANCTIONED RIDES/ACTIVITIES: A “NON-SANCTIONED” RIDE/ACTIVITY IS A RIDE THAT HAS NOT BEEN VOTED ON BY THE MEMBERSHIP. MEMBERS ARE FREE TO PARTICIPATE IN NON-SANCTIONED RIDES/ACTIVITIES, WHEN SUCH PARTICIPATION IS NOT IN VIOLATION OF THE EMS ROADDOCS BY-LAWS, CODE OF CONDUCT, OR CHAPTER OPERATING POLICY. THE WEARING OF (CLASS A OR CLASS B) ON “NON-SANCTIONED” RIDES OR ACTIVITIES IS AT THE MEMBER’S DISCRETION.

 

ARTICLE VI - DUES/FEES

 

ALL INITIATION FEES AND DUES WILL BE SET BY THE NATIONAL EXECUTIVE BOARDWE DO NOT WANT FEES AT THIS TIME THE ONLY REQUIREMENT IS THAT YOU HAVE TO PURCHASE YOUR PATCH (WHICH INCLUDES YOUR TOP AND BOTTOM ROCKER, BOTTOM ROCKER IS NOT REQUIRED AND CAN BE REPLACED WITH A RC BELOW OUR CENTER PATCH.

 

ARTICLE VII – OFFICERS

 

SECTION I - EXECUTIVE BOARD

 

1. A FIVE (5) MEMBER EXECUTIVE BOARD SHALL BE ELECTED BY EACH CHAPTER TO OVERSEE THE CONDUCT OF BUSINESS FOR THE CLUB.

2. THE ORIGINAL  FOUNDING OFFICER WILL ACT AS THE DIRECTOR OF THE EMS ROADDOCS AND HAVE THE SOLE DISCRETION IN GRANTING THE BLESSINGS OF CHARTERS TO CHAPTERS AND ORGANIZATIONAL OVERSIGHT.

3. IN THE EVENT THAT A NEW CHAPTER IS UNABLE TO SEAT FIVE (5) BOARD MEMBERS, THEY MAY WITH APPROVAL OF THE NATIONAL EXECUTIVE BOARD OPERATE UNDER A MINIMUM OF FOUR (4).

4. IN THE EVENT THAT THERE IS ONLY A FOUR (4) MEMBER BOARD, THE FIRST FOUR OFFICES DESCRIBED BELOW WILL BE FILLED.

5. THE BOARD’S PRESIDENT, VICE PRESIDENT, AND PEACE KEEPER MUST BE EMS MEMBERS.

 

6. NON-EMS MEMBERS MAY SIT ON COMMITTEES OR CARRY OTHER RESPONSIBILITIES ON THE EXECUTIVE BOARD, AS LONG AS IT IS NOT ONE OF THE PREVIOUSLY MENTIONED TITLES.

A. OFFICERS: THE EXECUTIVE BOARD WILL CONSIST OF FIVE (5) OFFICERS:

1. PRESIDENT: (REQUIRED) RESPONSIBLE FOR THE SCHEDULING AND CHAIRING OF MEETINGS INCLUDING, BUT NOT LIMITED TO, THE AGENDA, CLUB FUNCTIONS, AND OVERSEEING THE BUSINESS OF THE CHAPTER.

2. VICE PRESIDENT: (REQUIRED) ASSIST THE PRESIDENT WITH HIS DUTIES AND ACT IN HIS/HER CAPACITY WHEN HE/SHE IS UNAVAILABLE. THE VICE PRESIDENT OF THE CHAPTER IS ALSO RESPONSIBLE FOR THE RECRUITING OF NEW MEMBERS FOR EACH CHAPTER.

 

3. SECRETARY: (REQUIRED) RECORDING THE MINUTES FROM THE MEETINGS.

4. TREASURER: (REQUIRED) HANDLE THE TREASURER REPORTS OF THE CHAPTER, AND HANDLE BANKING DUTIES. *NOTE* THE SECRETARY AND TREASURE POSITIONS CAN BE COMBINED IF ONLY FOUR (4) MEMBERS OF THE EXECUTIVE BOARD EXIST.

5. PEACE KEEPER: (REQUIRED) SEE TO THE ORDERLY RUNNING OF MEETINGS (RESTORING ORDER WHEN NECESSARY), GREETING AND INTRODUCTION OF GUESTS, ADMINISTERING OF THE DISCIPLINE WITHIN THE CHAPTER AS NEEDED AND OTHER DUTIES AS NECESSARY.

 

6. PATH FINDER: (OPTIONAL) RESPONSIBLE FOR HELPING WITH PLANNING THE LOGISTICS OF CLUB RIDES AND ACTIVITIES. THE PATH FINDER IS THE MEMBER RESPONSIBLE FOR CONFIRMING INFO ON START TIMES OF RIDES AND EVENTS. S/HE IS ALSO RESPONSIBLE FOR THE REORGANIZATION OF RIDERS AT STOPS DURING RIDES AND EVENTS, SO NO ONE IS LEFT BEHIND, OR IN A POSITION WITHIN THE GROUP THAT THEY ARE UNCOMFORTABLE WITH, AND WORK CLOSELY WITH MEMBERS IN PLANNING ROUTES, AND STOPS, FOR CLUB RIDES AND ACTIVITIES.

 

SECTION II – ELECTION

 

1. CHAPTER EXECUTIVE BOARD MEMBERS SHALL BE VOTED ON EVERY TWO (2) YEARS.

2. CANDIDATES MUST BE NOMINATED AND ELECTED BY A VOTE OF THE CHAPTER MEMBERSHIP.

3. THESE ELECTIONS WILL BE HELD ONE (1) MONTH PRIOR TO THE END OF ANY TERM AND THE NEW OFFICERS WILL TAKE EFFECTIVE AT THE START OF THE FOLLOWING MONTH.

4. NOMINEES MUST MEET THE LISTED REQUIREMENTS FOR EACH TITLE AND BE IN GOOD STANDING WITHIN THE CHAPTER.

5. SHOULD AN EXECUTIVE BOARD POSITION COME OPEN FOR ANY REASON THE EXECUTIVE BOARD WILL TAKE NOMINATIONS AND APPOINT A SUCCESSOR TO THE POSITION WHICH HAS BEEN VACATED FOR THE REMAINDER OF THE TERM.

 

 

SECTION III - TRANSFER OF LEADERSHIP

 

 

UPON ELECTION OF A NEW EXECUTIVE BOARD OUTGOING BOARD MEMBERS WILL TRANSFER ANY AND ALL PERTINENT INFORMATION AND OR RECORDS TO THE INCOMING OFFICERS WITHOUT DELAY.

SECTION IV – LENGTH OF TERM

 

BOARD MEMBERS WILL BE FOR TWO YEARS, AND ARE ELIGIBLE FOR RE-ELECTION. NATIONAL BOARD MEMBERS WILL BE VOTED ON EVERY FOUR (4) YEARS, AND ARE ELIGIBLE FOR RE-ELECTION.

SECTION V – POWERS

1. EXECUTIVE BOARD MEMBERS SHALL OVERSEE TO THE EVERYDAY BUSINESS OF THEIR RESPECTED CHAPTER.

2. THEY WILL WORK TOGETHER TO SET MEETING DATES, TIMES AND PLACES THAT ARE CONVENIENT TO THE MAJORITY OF THE MEMBERSHIP, AND SUPERVISE THE CONDUCT AND CONTENT OF THOSE MEETINGS.

3. THE BOARD WILL WORK TOGETHER TO OVERSEE ANY MEMBERSHIP DISCIPLINARY ISSUES BROUGHT FORTH.

4. THEY HAVE THE POWER TO MAKE DECISIONS REGARDING THE CONDUCT OF BUSINESS OF THE ORGANIZATION/CHAPTER.

5. ANY DECISIONS MADE BY THE BOARD MUST BE BY A MAJORITY VOTE OF THE BOARD MEMBERS.

 

SECTION VI - BOUNDARIES

 

1. BOARD MEMBERS WILL HAVE NO MORE POWER THAN THEIR COLLECTIVE, INDIVIDUAL VOTES EXCEPT AS PROVIDED FOR IN THE BY-LAWS.

2. ALL DECISIONS AND VOTES MADE BY THE CHAPTER EXECUTIVE BOARD CAN BE OVERTURNED OR OVERRULED BY THE NATIONAL BOARD.

3. ALL MEMBERS HAVE EQUAL VOTING RIGHTS WITHIN EACH CHAPTER.

4. DECISIONS WILL BE MADE BY A 51% VOTE OF MEMBERS PRESENT.

 

SECTION VII - POSITION OPENINGS

 

1. SHOULD ONE OR MORE EXECUTIVE BOARD MEMBERS STEP DOWN OR BE REMOVED, THE VACANCY SHALL BE FILLED FROM WITHIN THE CHAPTER MEMBERSHIP BY THE APPOINTMENT OF AN ACTIVE MEMBER THAT IS IN GOOD STANDING WITHIN THE CHAPTER. TITLE RESTRICTIONS STILL APPLY.

 

ARTICLE VIII - DISCIPLINE

 

SECTION I - REPORTING OF DISCIPLINARY PROBLEMS

 

1. IN THE EVENT THAT THE ACTION(S) OF A MEMBER IS/ARE DEEMED HARMFUL TO THE ORGANIZATION, IT SHOULD BE REPORTED TO THE CHAPTER EXECUTIVE BOARD, AS WELL AS ALL EVIDENCE TO SUBSTANTIATE THE ALLEGATION(S).

 

 

SECTION II - ACTION

1. IN THE UNFORTUNATE EVENT THAT A MEMBER IS ACCUSED OF ACTIONS HARMFUL TO THE EMS ROADDOCS MC, THAT INDIVIDUAL MAY BE BROUGHT UP FOR REVIEW BEFORE THE EXECUTIVE BOARD.

2. THIS MAY OCCUR BEFORE A REGULARLY SCHEDULED MEETING, OR IF THE INCIDENT IS A SERIOUS MISCONDUCT, A SPECIAL MEETING MAY BE CALLED IN ORDER TO ADDRESS THE ISSUE AT HAND.

3. AT THAT TIME, ANY AND ALL EVIDENCE REGARDING THE MATTER WILL BE PRESENTED, AND THE MEMBER IN QUESTION WILL BE GIVEN AN OPPORTUNITY TO EXPLAIN HIS/HER ACTIONS.

4. ONCE ALL EVIDENCE HAS BEEN PRESENTED, THE MEMBER WILL BE ASKED TO LEAVE THE ROOM AND THE BOARD WILL VOTE AS TO DECIDE GUILT OR INNOCENCE AND ANY SANCTIONS THAT SHOULD BE TAKEN.

5. A MINIMUM OF 75% OF THE BOARD MUST BE PRESENT AT THE MEETING SO THAT THE PROPER DISCIPLINE CAN BE ISSUED.

6. A MAJORITY VOTE MUST BE COLLECTED TO INITIATE A SUSPENSION OR REVOCATION OF MEMBERSHIP.

7. THE MEMBER WILL THEN BE CALLED BACK AND THE CHAPTER PEACE KEEPER WILL ADVISE THE MEMBER OF THE OUTCOME AND WILL OUTLINE ANY PENALTY IMPOSED.

8. IN PARTICULARLY SERIOUS CASES, THE EXECUTIVE BOARD MAY, BY 100% VOTE, INVOKE A TEMPORARY SUSPENSION PRIOR TO THE DISCIPLINARY HEARING.

9. ANY SITUATION THAT RISES TO THE LEVEL OF SUSPENSION OR EXPULSION MUST BE SUBMITTED TO THE NATIONAL EXECUTIVE BOARD ALONG WITH ALL EVIDENCE FOR REVIEW.

 

SECTION III - FINDINGS

 

1. FINDINGS OF MISCONDUCT OR ACTIONS THAT ARE DEEMED DAMAGING TO THE CLUB WILL RANGE FROM VERBAL WARNING OR REPRIMAND, UP TO AND INCLUDING TERMINATION OF MEMBERSHIP.

2. FINDINGS OF A SUSPENSION OR TERMINATION OF MEMBERSHIP SHALL BE REPORTED IMMEDIATELY TO THE NATIONAL EXECUTIVE BOARD WITH APPROPRIATE DETAILS.

3. LESSER SANCTIONS WILL BE KEPT WITHIN THE LOCAL CHAPTER EXCEPT IN CASES OF REPEATED OFFENSES BY A MEMBER.

 

ARTICLE IX – EMS ROADDOCS ("COLORS")

 

SECTION I – OWNERSHIP

1. ALL ISSUED PATCHES ARE THE SOLE PROPERTY OF THE EMS ROADDOCS RIDING CLUB, AND ISSUANCE OF THE "COLORS" TO A MEMBER SHOULD BE TAKEN TO MEAN NOTHING LESS.

 

 

SECTION II - RIGHTS

 

1. THE EMS ROADDOCS NAME AND EMBLEMS ARE PROPERTY OF THE NATIONAL CHAPTER AND SHOULD NOT BE REPRODUCED BY ANY INDIVIDUAL, CHAPTER MEMBER, OR LOCAL CHAPTER WITHOUT EXPRESSED PERMISSION FROM THE NATIONAL EXECUTIVE BOARD.

 

SECTION III - SURRENDER

 

1. A MEMBER WHO LEAVES THE CLUB WILL TURN OVER HIS/HER COLORS AS PROMPTLY AS POSSIBLE, AS WELL AS ANY OTHER ITEMS THAT DENOTE MEMBERSHIP IN THE CLUB, TO THE CHAPTER PRESIDENT

 

 

2. INITIATION FEES DO NOT CONSTITUTE A “PURCHASE” OF COLORS, AND AT NO TIME IS REFUNDABLE.

 

SECTION IV - DISPLAYING OF COLORS: MEMBERS SHALL WEAR THEIR HARD OR SOFT COLORS WHEN PARTICIPATING IN ALL CLUB FUNCTIONS, UNLESS OTHERWISE ADVISED

 

1. COLORS MUST ONLY BE WORN IN AN APPROVED FASHION (IE: SEWN ON A BLACK VEST OR JACKET IN THE PROPER ARRANGEMENT).

 

 

2. RIDE PATCHES/PINS OR OTHER DECORATION MAY BE WORN ON THE FRONT OF THE VEST/JACKET, AND CANNOT GO PAST THE SIDE OF THE VEST OR JACKET.

3. NO MEMBER SHALL WEAR A PATCH OR PIN THAT IS CONSIDERED VULGAR, INAPPROPRIATE, SEXUAL, OR RACIAL IN NATURE (I.E. FTW, DILLIGAF ETC.) THE CHAPTER OR NATIONAL EXECUTIVE BOARD WILL DETERMINE THE APPROPRIATENESS OF PINS AND PATCHES.

4. THE ONLY PATCHES PERMITTED ON THE BACK OF THE VEST, OTHER THAN TOP MIDDLE AND LOWER PATCHES ARE “IN MEMORY” PATCHES THAT ARE ISSUED BY THE NATIONAL BOARD AND SHALL BE DISPLAYED BELOW THE BOTTOM ROCKER FROM LEFT TO RIGHT.

5. COLORS ARE NEVER TO BE WORN BY NON CLUB MEMBERS.

6. COLORS ARE TO BE WORN AND HANDLED WITH RESPECT.

7. WEARING OF THE COLORS IS A PRIVILEGE.

8. ANY MEMBER WHO IS SUSPENDED OR EXPELLED WILL IMMEDIATELY SURRENDER THEIR PATCHES/VEST TO THE PEACE KEEPER UNTIL MEMBERSHIP IS REINSTATED.

 

SECTION V - CLASS A AND CLASS B (HARD AND SOFT) VESTS AND T-SHIRTS

 

 

1. CLASS A (HARD) VEST - MEMBERS’ VESTS WITH ALL PATCHES STITCHED ON A VEST OR JACKET.

2. CLASS B (SOFT) T-SHIRTS – ANY SHIRT (TEE, LONG SLEEVE, OR SWEATSHIRT) THAT HAS BEEN ISSUED OR APPROVED BY THE NATIONAL EXECUTIVE BOARD, WHICH HAS THE FULL BACK PATCHES PROMINENTLY PRINTED ON THE BACK.

3. MEMBERS MAY WEAR CLASS A VEST AT ANY FUNCTION OR EVENT THEY WISH, SO LONG AS IT IS NOT DONE IN A MANNER OR IN A PLACE THAT WILL BRING DISRESPECT TO THE CLUB.

4. ALL MEMBERS MUST OWN A SET OF CLASS A , AND WILL BE REQUIRED TO WEAR THEM AT CERTAIN EVENTS THAT WILL BE DESIGNATED BY THE CHAPTER EXECUTIVE BOARD.

5. DURING THESE EVENTS, CLASS “A” VESTS MUST BE WORN WHILE THE MEMBER IS OFF HIS OR HER MOTORCYCLE, HOWEVER FOR RIDING COMFORT, MAY BE REMOVED WHILE THE MEMBER IS ON HIS OR HER MOTROCYCLE, PROVIDING THE CLASS B T-SHIRTS ARE BEING WORN.

 

ARTICLE X – CHAPTERS

 

SECTION I - REQUEST FOR NEW CHAPTER

 

 

1. IN THE EVENT THAT ANOTHER CHAPTER, IN A NEW LOCATION, IS REQUESTED TO START, ALL PARTIES INVOLVED IN THE STARTING OF A NEW CHAPTER MUST CONTACT THE NATIONAL BOARD AND THEIR REQUEST TO ESTABLISH A EMS ROADDOCS CHAPTER MUST BE SUBMITTED IN WRITING.

2. A MINIMUM OF FIVE MEMBERS IS REQUESTED TO START A NEW CHARTER CHAPTER, IN ORDER TO FILL THE PREVIOUSLY LISTED REQUIRED POSITIONS.

3. IN SOME EXTREME INCIDENCES, A NEW CHAPTER WILL BE GRANTED PERMISSION TO OPEN WITH FOUR (4) MEMBERS.

4. THESE REQUESTS WILL BE SENT TO THE NATIONAL BOARD FOR REVIEW, AND WILL BE VOTED ON BY THE NATIONAL BOARD.

 

SECTION II - REQUIREMENTS FOR MEMBERSHIP IN A NEW CHAPTER

 

1. ALL MEMBERS OF THE PROSPECTIVE NEW CHAPTER, INCLUDING TRANSFERRING MEMBERS FROM ALREADY EXISTING CHAPTERS, SHALL COMPLETE AND RESUBMIT A MEMBERSHIP APPLICATION.

2. MEMBERS IN GOOD STANDING THAT WISH TO TRANSFER FROM AN EXISTING CHAPTER ARE NOT REQUIRED TO PAY AGAIN FOR PATCHES IF A CHAPTER IS APPROVED FOR OPENING.

 

 

SECTION III - ORIGINAL NATIONAL BOARD: THE ORIGINAL NATIONAL BOARD OF THE EMS ROADDOCS MC IS THE FOUNDING NATIONAL CHAPTER AND WILL ACT AS THE OVERSEEING BOARD FOR ALL OTHER CHAPTERS WITHIN THE EMS ROADDOCS MC ORGANIZATION. THE ORIGINAL NATIONAL BOARD WILL:

 

1. POST ALL EMS ROADDOCS-LAWS FOR PUBLIC VIEWING ON THE EMSROADDOCS WEBSITE.

2. AUTHORIZE AND APPROVE THE FORMING OF NEW  EMS ROADDOCSMOTORCYCLE CLUB CHAPTERS.

3. MAKE AN ANNOUNCEMENT OF NEWLY CHARTERED CHAPTERS TO ALL Other EMS ROADDOCS CHAPTERS.

4. AUTHORIZE AND APPROVE ANY CLOTHING OR OTHER ITEMS THAT DISPLAY THE EMS ROADDOCS COLORS OR CENTER PATCH.

5. PROCURE AND DISTRIBUTE EMS ROADDOCS PATCHES TO BE WORN ON THE BACK OF ALL MEMBERS’ VESTS.

6. REVOKE OR SUSPEND ANY EMS ROADDOCS CHAPTER THAT FAILS TO MAINTAIN THE INTEGRITY OF THE EMS ROADDOCS BY-LAWS.                                                                                                                  

7. MAINTAIN A ROSTER OF ALL CHAPTERS’ EXECUTIVE BOARDS AND ALL MEMBERS THAT ARE CURRENTLY ATTACHED TO THE EMSROADDOCS RC.                                                                                                                               

8. MAINTAIN A EMS ROADDOCS WEBSITE. THE WEBSITE SHALL INCLUDE:                                                                                                           

A. A PAGE FOR EACH CHAPTER WITH THE CONTACT INFORMATION OF THE CHAPTER’S EXECUTIVE BOARD AND A LINK TO THEIR WEBSITE.                                                                                                              

B. A PAGE WITH LINKS TO EMS ROADDOCS BY-LAWS, AND OTHER CONTENT AS SEEN FIT BY THE ORIGINAL NATIONAL BOARD.                                                                                               SECTION IV - ADDITIONAL CHAPTERS: ALL CHAPTERS THAT ARE SELECTED TO OPEN AS THE EMS ROADDOCS WILL DO THE FOLLOWING                                                                                                       

1. THE NEW CHAPTER EXECUTIVE BOARD SHALL SIGN A DOCUMENT INDICATING THEY AGREE TO FOLLOW AND MAINTAIN THE INTEGRITY OF THE EMS ROADDOC BY-LAWS.                                                                                                                                                                                                                                                                               3.ESTABLISH INDIVIDUAL CHAPTER OPERATING POLICIES. EACH EMS ROADDOCS CHAPTER IS PERMITTED TO ADOPT THEIR OWN BY-LAWS, SO LONG AS THEY DO NOT CONFLICT WITH THE NATIONAL BY LAWS.                                                                                                           

4. IF INDIVIDUAL CHAPTERS DEVELOP THEIR OWN BY-LAWS, THEY MUST BE SUBMITTED TO THE NATIONAL BOARD FOR REVIEW.

 

5. EACH CHAPTER IS RESPONSIBLE FOR SEEING THAT A ROSTER OF CURRENT MEMBERS INCLUDING THEIR CONTACT INFORMATION IS PROVIDED TO THE NATIONAL BOARD ON A YEARLY BASIS.

6. THIS REPORT WILL BE TURNED IN TO THE NATIONAL BOARD AT THE START OF EVERY CALENDAR YEAR.

7. IN ADDITION TO KEEPING A LIST OF CURRENT MEMBERS, THE CHAPTER SHALL NOTIFY THE NATIONAL BOARD OF ALL NEW PROSPECTS/MEMBERS AND FORWARD A COPY OF THOSE APPLICATIONS TO THE NATIONAL SECRETARY/TREASURER PRIOR TO THE INDIVIDUAL BEING SELECTED AS A PROBATIONARY MEMBER.

8. BE RESPONSIBLE FOR THE PROPER CONDUCT AND LICENSING OF ANY AND ALL FUND RAISERS, RAFFLES, OR EVENTS THAT RAISE MONIES FOR THEIR CHAPTERS AND DO SO IN ACCORDANCE WITH LOCAL, STATE AND FEDERAL LAWS.

9. INCLUDE THEIR CHAPTER NAME ON ALL NOTICES, FLYERS AND CALENDAR ENTRIES OF EVENTS, FUND RAISERS, RAFFLES, ETC.

10. REQUIRE ALL CHAPTER MEMBERS TO OBEY ALL LOCAL, STATE AND FEDERAL LAWS.

12. APPLY FOR, AND OPEN A BANKING ACCOUNT FOR THEIR RESPECTED CHAPTER, AND KEEP TRACK OF ALL CHAPTER FUNDS AND ALL MONEY BROUGHT TO THE CHAPTER THROUGH FUNDRAISERS ECT.

13. IF THEIR EMS ROADDOC CHAPTER SHOULD DECIDE TO CLOSE, ALL MONEYS OF THE CHAPTER MUST BE TRANSFERRED TO A CHARITABLE ORGANIZATION.

14. THE SAID CHARITABLE ORGANIZATION MUST BE RECOGNIZED AS EXEMPT FROM FEDERAL TAXES UNDER INTERNAL REVENUE SERVICE TAX CODE 501(C)(3).

 

SECTION V - EXPULSION OF A CHAPTER: ANY MEMBER WHO ALLEGES THAT A CHAPTER IS CONDUCTING ITSELF IN A MANNER THAT CONFLICTS WITH THE EMS ROADDOCS RIDING CLUB BY-LAWS MUST SEND SUBSTANTIATED PROOF OF SUCH ALLEGATIONS TO THE NATIONAL PRESIDENT. THE NATIONAL BOARD WILL PROCEED WITH THE POSSIBLE EXPULSION AS FOLLOWS

 

1. THE NATIONAL BOARD WILL HAVE A MEETING TO DISCUSS THE ALLEGATIONS.

2. IF THE ALLEGATIONS CANNOT BE SUBSTANTIATED A LETTER WILL BE SENT TO THE ACCUSED CHAPTER PRESIDENT INFORMING HIM OF THE ALLEGATIONS AND THAT THEY CANNOT BE SUBSTANTIATED.

3. THE ALLEGATIONS WILL BE PROVIDED TO THE CHAPTER IN QUESTION IN FORM OF A WRITTEN LETTER AND WILL BE SENT AS A CERTIFIED LETTER WITH RETURN RECEIPT.

4. THE ACCUSED CHAPTER WILL HAVE (30) THIRTY DAYS TO CONTACT THE NATIONAL BOARD AND SET UP A MEETING TO CONTEST THE ACCUSATIONS.

5. IF THE ALLEGATIONS CAN BE SUBSTANTIATED, A 75% VOTE OF THE NATIONAL BOARD MEMBERS PRESENT AT A MEETING ARE REQUIRED TO EXPEL A CHAPTER.

6. IF THE NATIONAL BOARD DECIDES TO EXPEL A CHAPTER, A WRITTEN LETTER SENT BY MEANS OF A CERTIFIED LETTER WITH RETURN RECEIPT WILL BE SENT TO THE PRESIDENT OF THE EXPELLED CHAPTER INDICATING EXPULSION AND THE RATIONALE THEREOF.

7. WHEN FORMAL EXPULSION FROM THE EMS ROADDOCS RC IS MANDATED, THE EXPELLED CHAPTER WILL:

 

 

A. CEASE AND DESIST FROM THE EMS ROADDOCS.

B. TURN OVER THEIR COLORS, PATCHES AND ANY OTHER EMS ROADDOCS PROPERTY TO THE NATIONAL BOARD WITHIN (30) THIRTY DAYS OF EXPULSION NOTIFICATION.

C. WILL HAVE NO RIGHT, TITLE, INTEREST OR CLAIM IN ANY ASSETS OF THE EMS ROADDOCS.

D. RELINQUISH ANY RIGHTS TO A REFUND OF FEES OR CONTRIBUTIONS BY THE EXPELLED CHAPTER TO THE NATIONAL BOARD

E. DISPOSE OF ALL ASSETS TO A CHARITABLE ORGANIZATION. THE CHARITABLE ORGANIZATION MUST BE RECOGNIZED AS EXEMPT FROM FEDERAL TAXES UNDER INTERNAL REVENUE SERVICE TAX CODE 501(C)(3).

8. THE NATIONAL PRESIDENT WILL NOTIFY ALL EMS ROADDOCS CHAPTERS OF THE EXPULSION.                                                                                                                                                         9. IF THE EXPELLED CHAPTER PRESIDENT FAILS TO COMPLY WITH THE REQUEST TO RETURN ANY AND ALL PROPERTY OWNED BY THE  EMS ROADDOCSWITHIN (30) THIRTY DAYS, THE NATIONAL BOARD WILL FILE A CRIMINAL COMPLAINT WITH THE STATE POLICE OF THE EXPELLED CHAPTERS LOCATION REQUESTING THEFT CHARGES BE FILED AGAINST THE CHAPTER’S PRESIDENT AND/OR ITS GENERAL MEMBERSHIP.             

10. NO MEMBER FROM THAT CHAPTER MAY TRANSFER TO ANOTHER CHAPTER DURING THE TIME OF THE ALLEGATIONS TO ESCAPE THE PENDING DECISION OF THE NATIONAL BOARD.

 

ARTICLE XI - NON-PROFIT STATUS

 

SECTION I - NON-PROFIT STATUS OBJECTIVES: THE EMS ROADDOCS MOTORCYCLE CLUB WAS FORMED AS A NON-PROFIT RC. IT IS THE RESPONSIBILITY OF EACH CHAPTER TO DO THE FOLLOWING

1. ESTABLISH ARTICLES OF INCORPORATION IN THEIR RESPECTIVE STATE.

2. FILE FOR THE PROPER NON-PROFIT TAX FILING STATUS.

3. FILE TAX RETURNS IN ACCORDANCE WITH LOCAL, STATE AND FEDERAL LAWS.

4. EACH INDIVIDUAL CHAPTER IS RESPONSIBLE FOR THE PROPER CONDUCT AND LICENSING OF ANY AND ALL FUND RAISERS, RAFFLES, OR EVENTS THAT  

RAISE MONEY FOR THEIR CHAPTERS AND MUST DO SO IN ACCORDANCE WITH LOCAL, STATE, AND FEDERAL LAWS.

 

ARTICLE XII - CHAPTER AUTONOMY

 

SECTION I - OBJECTIVES OF CHAPTER SELF-GOVERNMENT

 

1. EACH NEW CHAPTER OPERATES INDEPENDENTLY FROM THE NATIONAL BOARD AND INDEPENDENTLY FROM ALL OTHER CHAPTERS OF EMS ROADDOCS RC WHILE STILL BOUND BY THE NATIONAL EMS ROADDOCS BY-LAWS.

2. EACH CHAPTER IS RESPONSIBLE FOR THEIR OWN ACTIONS, CONDUCT AND IS LIABLE FOR ANY AND ALL OF THEIR PERFORMED FUNCTIONS.

3. ALL CHAPTERS AND OR THEIR INDIVIDUAL MEMBERS WILL NOT BE REQUIRED TO PAY ANNUAL DUES OR FEES TO THE NATIONAL BOARD. CHAPTERS MUST HOWEVER PASS ON INITIATION FEES MINUS THEIR DUES FOR NEW MEMBERS.

4. INDIVIDUAL CHAPTERS ARE AUTHORIZED TO USE THE EMS ROADDOCS COLORS TO BENEFIT THEIR INDIVIDUAL CHAPTER. USE OF THE COLORS AND PATCHES MUST BE DONE IN ACCORDANCE WITH THE  EMS ROADDOCSBY-LAWS.

5. THE NATIONAL EXECUTIVE BOARD RESERVES THE RIGHT TO SUSPEND OR REVOKE THE USE OF THE COLORS, BY ANY INDIVIDUAL CHAPTER OR CHAPTER MEMBER FOR VIOLATIONS OF THE EMS ROADDOCS RC BY-LAWS, VIOLATION OF LOCAL, STATE, FEDERAL LAWS, CRIMINAL OFFENSES OR CONDUCT THAT BRINGS DISCREDIT TO the EMS ROADDOCS RIDING CLUB.

ARTICLE XIII - AMENDMENT OF BY-LAWS

SECTION I - AMENDMENT

 

THESE BY-LAWS MAY BE AMENDED BY THE NATIONAL EXECUTIVE BOARD OF THE EMERGENCY MEDICAL SERVICES ROADDOC CLUB BY A MAJORITY VOTE OF THE BOARD.

SECTION II - PROPOSED AMENDMENT PROCESS

 

 

PROPOSED AMENDMENTS TO THE BY-LAWS MUST BE SUGGESTED BY CHAPTERS NOT INDIVIDUAL MEMBERS. INDIVIDUAL MEMBERS WITH PROPOSALS FOR AMENDMENTS TO THE BY-LAWS MUST FIRST PROPOSE THOSE AMENDMENTS TO THEIR CHAPTER. ONCE THE PROPOSAL IS ACCEPTED BY A MAJORITY OF THE VOTING MEMBERS OF THE CHAPTER, IT MAY BE PRESENTED BY THAT CHAPTER TO THE NATIONAL EXECUTIVE BOARD OF THE EMS ROADDOC RIDING CLUB IN WRITING FOR CONSIDERATION.

 

 

SECTION III - CONSIDERATION OF AMENDMENTS

 

GENERALLY PROPOSALS FOR AMENDMENT OF THE BY-LAWS WILL BE CONSIDERED AT THE ANNUAL MEETING OF THE GKMC. HOWEVER, IN PARTICULARLY TIME SENSITIVE CASES THE EXECUTIVE BOARD MAY CHOOSE TO ADDRESS AMENDMENTS AT ANY TIME.

SECTION IV - SUBMISSION REQUIREMENTS

 

PROPOSALS SHOULD BE SUBMITTED IN WRITING AT LEAST 30 DAYS PRIOR TO THE SCHEDULED ANNUAL MEETING FOR CONSIDERATION.

SECTION V - BY-LAWS COMMITTEE

 

SHOULD THE NUMBER OF CHAPTERS GROW BEYOND THREE (3), A BY-LAWS COMMITTEE COMPRISED OF THE NATIONAL EXECUTIVE BOARD AND THE PRESIDENT OF EACH CHARTER CHAPTER WILL BE CONVENED AND EMPOWERED TO CONSIDER AND VOTE ON ALL PROPOSALS FOR AMENDMENT.

ARTICLE VIII - LIABILITY

 

THE EMERGENCY MEDICAL SERVICES RIDING CLUB ACCEPTS NO RESPONSIBILITY OR LIABILITY FOR THE ACTIONS OF ANY OF ITS MEMBERS OR THE ACTIONS OF ANY OTHER CHAPTER OR ORGANIZATION.

 

ALL CHAPTERS AND MEMBERS MUST HAVE WRITTEN PERMISSION TO WEAR THE EMS ROADDOCS PATCHES.
